WebDamage wise, harbinger just straight up nukes reaper and scourge out of the water. In terms of the raw numbers you're mentioning, maintaining 25 blight in the current condi build is pushing 42k+ DPS (45k last I checked), so that's the tradeoff. You need elixirs to dunk on outside of shroud to upkeep 25 stacks.
